hey, is there a rule for slowly losing xp when your character stops adventuring for an extended period of time... because he's sort of no in his "groove" anymore? I'm sure i read it somewhere but i can't find it.

There is no official rule for this. In reality, the DM should never use XP penalties. The game has some built in ones, like spellcasting or creating magic items, but there is a benefit to losing XP.

The penalties for aging should be enough for a character who has been "out of the groove" for too long. You might give a character a negative level until they finish their first encounter after having spent a year doing absolutely nothing. But after the first encounter, that character should be back in the groove. Giving XP penalties is not a good solution to this, IMO.
