is there a static pricing system in terms of +/- % to influence the resale, or even the initial purchase price of most basic gear?

occaisionally, i'll throw my PCs a bone for commerce in a few instances:
-geographical variables: pearls and the like (read, Identify) might be cheaper in a coastal community, but pricier in a tundra, desert, jungle, etc.
-racial affinity: dwarves might be more receptive to sale/pay more for axes than they might for bows, etc.
-basic supply/demand: if there's a war, cost of weapons/armor might go up or even be contraband to any outside the sovereign's military. a newly discovered mithral vein in local mine could drop the retail price. trade goods such as spices and so on might be scarce and worth more than the default suggested price (honey is pricey in polar regions, no bees), etc.

I don't know of any system that does what you are describing. But if it helps, the Complete Adventurer has expanded rules on using Appraise to estimate the costs of items and Diplomancy for haggling.

It will only get you 10% from changing the sellers attitude from Indifferent to helpful and won't sell to you if rating is lowered

I've altered this rule a bit for my own campaign because in certain situations not all merchants will be neutral to you. Indifferent to start the normal price, every step down to hostile add 10 - 15% to price. On the way up from Indifferent it would depend on how generous you want to be 5% at friendly then 15% at helpful for price reduction.

I have used the same ideas that you have used it really helps keep what PCs buy reasonable

heh, the quote in my sig came from a thread like this.

You may want to consider that if you save the life of daughter of the guy who runs the general store, he's quite likely going to give you a hefty discount, whatever his prior opinion of you, no checks needed.
