Here are the racial paragon levels, that we're using in our homebrew campaign.

Goblin and Blue Goblin racial levels
HD: 1d8
skill points: 4+ Int-modifier
class skills: Bluff, Climb, Craft, Diplomacy, Hide, Jump, Listen, Move Silently, Perform, Profession, Survival, Swim

Goblin
Level BAB Fort Ref Will Special
1 +0 +0 +2 +0 Stealthy, Ride the Beast
2 +1 +0 +3 +0 Sneak attack +1 level of existing class
3 +2 +1 +3 +1 Dexterity +2 dark corners

Stealthy: Move Silently bonus increases to +5
Ride the Beast: Ride bonus improves to +5
Sneak attack + 1 level of existing class: level goblin counts in determining sneak attack bonus
A character with 4 levels rogue and two levels goblin would deal 3d6 sneak attack damage
Dark corners: +2 to hide Goblins like laying an ambush

Blue Goblin
Level BAB Fort Ref Will Special
1 +0 +0 +0 +2 Stealthy, Psionic Charm 1/day
2 +1 +0 +0 +3 Mind Thrust 1/day, Inertial Armor 1/day
3 +2 +1 +1 +3 Intelligence +2

Level Powers known + Power points per day
1 -
2 +1 level of existing class
3 +1 level of existing class

When manifesting the Blue uses his manifester level or 1/2 his charcter level, whichever is highest. In the last case the DC is int based

edit

For those who use the Blue as LA +1, a while back i posted a savage progression for the blue (http://boards1.wizards.com/showthread.php?s=&threadid=236350)

De Batavier, brilliant work. Simply brilliant. I'll take a better look at it later when I have the time. I'm a wee bit disappointed that he doesn't get +1 manifester/level, per the H-Dragon Paragon...but as I don't have UA in front of me, a proper balance comparison will have to wait until another time. Just for clarity's sake, he gets no niftiness at all from first level...except for an eventual +2 Int? PP/Mani level, that is.

Thanks for the praise.

I can understand the confusion. The Blue had to be split up in two parts, because i didn't get it in a nice form other wise. The bottom part is what happens to his manifester levels (powers know +PP). Above it are the benefits per level Blue.

If you are refering to the link. The savage progression assumes you start the Blue as a LA +0 character using all the goblin scores and than it gets a "level" Blue and gains the "standard"+2 int, 1pp and its favored class psion. Without losing its +2 dex making it truly a LA +1 character.

Hope this clarifies it.

Otherwise you could have a blue whose racial abilities actually greatly decrease in power when he goes from having no manifesting levels to taking his first, and that just seems odd.
