Okay under descriptions of Racial Paragons it says you can take the class even at 1st level, in which case you receive 4 times the number of skill points gained at each succeeding level.
Okay now what the heck does that mean?

Do I get at 1st level my Int bonus +4(human paragon) X4 and then at 2nd INT+4 X4 again and then again at 3rd?
What happens after 3rd level paragon? Does it accrue at normal rate?

It means it is handled the same as every other class. You get four times the normal skill points at first level and normal skill points at every other level.

Here's a new twist on things: is a racial Paragon level, being tied completely to race concept, more like a racial HD advancement or more like a character level? If it's more like a racial HD advancement it would mean that characters could theoreticaly have 23 non-epic levels before taking into account their ECL for such examples as Drow or Tiefling Paragon.
