I've been considering dropping whole-heartedly into the recharge magic variant in Unearthed Arcana (both spellcasters asking for it, supported strongly by the fighter player who outright hates the traditional system and avoids spellcaster characters because of it).

The question I have is are there any expanded spell lists out there covering spells from other official WotC sourcebooks showing which spells have a general recharge time and which have specific?

I can look at some and compare them to the spells in the PHB and come up with easy comparisons... but many spells seem harder to define. What's the criteria for determining whether or not a spell has a specific recharge time and how should that time be set?

Unfortunately, I don't think there is, which is why they did go into a little detail into the thought process behind making a spell a specific recharge spell. Buffs, teleportation type effects, and mind-influencing spells seem to be the ones they're most worried about a caster being able to cast once every 1dn rounds from the time they get up in the morning until the time they go to bed at night.

However the difference between a recharge caster being able to cast charm person on all 50 patrons in the local tavern, and a caster from the default rules being able to cast charm person on all 50 patrons in the local tavern, is merely one wand's worth of resources. While it's true that this may be a balance shift, I don't think repeated casting of recharge spells is an absolute gamebreaker.
