So I love to play or DM for wizards, but there are some spells that are just plain unfair and everyone knows it. These spells include but are not limited to:

1)Shivering Touch(frostburn): Instantly end any fight against a dragon as well as many other low dex enemies?
2) Celerity(Players handbook II): This one basically saves your rear end against anything.
3) Power Word Pain(Races of the Dragon): A death sentence at low levels.

I like a few of these spells so I came up with some home brew nerfs that I feel make these spells more play-able.

I have changed shivering touch so that it now allows a saving throw for half damage.

Celerity I change from giving one standard action to "one move equivalent action", making this spell still great for dodging the proverbial bullet but stopping it from preventing all forms of disaster.

Power word pain: this spell was just designed poorly as far as I can tell, other than removing it from the game out right I was thinking perhaps limiting it to 1 damage per round? can force enemy casters to make a concentration check as well as still being a death sentence for peasants and goblins.

what do you guys think? I would welcome your solutions if you have considered these spells in your campaign as well as some feedback on what I have done.

You could always make Shivering Touch have a minimum Dex like Ray of Enfeeblement has a minimum Str. Then it would still be useful, but wouldn't take down a big dragon with one spell since it wouldn't be able to get him to 0 Dex.
