Table 1
01-50= normal human
51-70= no bonus feat, but extra set of bonus skill points
71-90= no bonus skill points, but extra feat.
91-100= get +2 to one stat and -2 to one stat, roll on table 2
Table 2
01-50= choose + and -
51-100= roll on table 3
Table 3
4% chance for + to physical and - to physical, or + to Int or Wis and - to mental
3% chance for other combos
balanced?

The biggest problem I see with it is the two sections where you either lose skills and gain a feat, or lose a feat and gain skills. Generally speaking, I consider the bonus feat to be worth a lot more than the extra skill point per level. I would gladly play a human with an extra feat is that's all I had to lose.

Granted, the randomness of it keeps this out of control of the players, but still, if player A gets a bonus feat, and player B loses their bonus feat, B probably won't be too thrilled about it...

I'm assuming the +/- ability scores are going to be +2 / -2?

If you want some varient humans, you could always create your own subraces. Perhaps they get everything a human normally gets, with a +2/-2 racial modifier (and maybe a pre-selected favored class). Just a couple of ideas to get the ball rolling:

Savage humans -
+2 Str
-2 Wis
+2 Survival
+2 Intimidate
Favored Class: Barbarian


Empirical humans -
+2 Int
-2 Str
+2 Diplomacy
+2 Knowledge (Local)
Favored Class: Bard


Enlightened humans -
+2 Wis
-2 Str
+2 Concentration
+2 Knowledge (Religion)
Favored Class: Monk


I'm not sure that all of these are as balanced as they could be. It's just an idea for ways to add some variation to your humans.

I was hoping that humans would soon have as many varients as elves do, but that doesn't seem to be the focus of this post.

The first question I have is why do you want this rule? Is it because you are tired of your entire party being generic humans, or do you feel that there should be more human subtypes?

If it is the latter the quick fixes are much as RobbyPants describes. Add a stat mod, give bonuses to two (maybe three) skills in lieu of the extra skill point, or a minor special ablility instead of a feat (immune to sleep, +5 feet movement, speed equal to that of a dwarf, ect). From this list using one to all three of these you can make a plethora of human varients. Heck every region could have it's own human subrace.

Now if your fed up with your PCs always playing a human, this isn't the answer. First off it causes the player never to know what they will get, which is bad, PCs should always be able to know what thier abilities are/can be. Other than showing the PCs pretty new sub-races your only options are to have in-game reasons to not play a human, and of those I would be sparse. Not that a "Humans are slaves of the elves" style campain would be bad, it just could get old quick.

Actually, the very opposite. I did this because no one ever plays a human. This is going to be implemented in my next campaign, where humans, half-janni, and janni are the only choices. And Robbypants, the mods are +2/-2. Currently the party is a lizardfolk druid, dwarf fighter, elf scout, and gnome bard. 1 person controls the caster, and the other controls the dwarf and elf. Including me, there's only 3 people.

I'm going to have to agree that at any time where a character option is random, its avoided. Might as well just roll a set of percentile dice to see what race they're even going to be. By just dumb luck you'll have someone roleplaying a human. Ask your players why they don't care for humans, and go off of that to make them more appealing.

Keep in mind that you only have two people making characters. Because of the lower population, your going to get cases where one race or class will not be selected. I have been in several groups with the number of players ranging from 4 to 8. Some people play humans, some play non humans. I play a mix of races. It depends on my build. If I am going into a class that if feat heavy then I choice human to help get me on my way. If say I want to play either a rogue or Archer then I might play elf for the increased Dex.

Now I dont know how many times they have made characters, but if they have only made one or two characters, then I dont think its time to worry about no one wants to play humans threads. Also as stated before, making the racial abilities ramdon is not a good idea. As is you have 50% to be normal, 40% to be hurt, 10% to be completely hosed over. With those odds I would never play a human. And I like to gamble. The problem is risk vs rewards. You are either risking a feat or skills, and the reward is to be normal. As far as the +2/-2 If you were wanting to be a fighter and get the adjustments to physical, you just got hurt.
