I'd rather give it a different name for a different attribute. Such as "weak" if it's strenght.

Oh btw it should not be worth a feat, or fighter could dump charisma even more for an extra feat, or wizards str. -4 is more appropriate.

A -2 should be fine if the GM makes it important enough, even for a dump stat.
Besides, that's why it's limited based on your net ability mods.

This isn't a very good idea, mostly because it's more valuable for casters to dump stats than for fighter types. Fighters have a multi-attribute dependency -- They need good STR, DEX and CON. A particular build may be able to ignore one of those, but in general you need all three, and probably a good mental score as well, to produce a worthy melee fighter.

A caster, though, doesn't have MAD. They usually need only one good stat -- Their casting stat -- and perhaps one other (CON is a good choice). If you allow somebody to dump all their other high rolls for feats, you give a caster a big advantage that no melee type has -- like casters NEED extra power.

This might be okay if it had two restrictions:
1) No stat may drop below average for your species, and
2) You may only take this flaw once.
