The Touch of Healing feat grants a +1 competence bonus to caster level for Conjuration (healing) spells.

Does this mean that you get extra spell slots, but those slots must be used for Conjuation (healing) spells?

No. Caster level never affects your allotment of spell slots unless something explicitly says otherwise. The very notion is to represent how powerful the individual spells you can cast are, not how much spell energy (so to speak) you have.

It means that say, your 6th level cleric who has this feat, casts his Cure Moderate Wounds spell as a 2d8+7 instead of 2d8+6 spell. If he has the Healing Domain, thats a 2d8+8 instead. Nothing incredible, but then, it adds up over time I suppose. It does bring the minimum up if you mix a few of those caster level bonuses in together until you reach the +X cap for each spell.

For example, 3rd level Cleric of Pelor with Healing Domain and Touch of Healing Feat cast CLW spell. They heal 1d8+5, the normal 5th level casters cap for healing. The spell heals 6-13 HP, rather than say, a cleric without that Domain and feat who would do 1d8+3, for 4-11 HP of healing. Similarly, a 13th level cleric who casts Heal meets the 150 point of healing cap 2 levels sooner.

The real boost from this feat comes from being able to bring all your friends up to half HP for free after any fight. Still, the +1 per healing spell is nice. Of course, it will still has the cap, so a Cure Light Wounds will still cap at 1d8+5.
