Microsoft Paint or Excell... make them as big as you need them.

there is one in the back of the 3.5 dmg, put some plastic on it and use it over and over

You may have to play with the numbers to get exactly one inch, but I like this.

Get the grid version. It's actually a half-inch grid, but if you use dry erase markers rather than minis, it's actually a better idea.

But the grid PDF version is also a great idea. I've used that one alot, more to cut out Large+ "counters" rather than as a battlemat.
