A PC wants one versionof this custom feats. Should I allow one of them or neither? Would it be balanced?

Ninja Throw
Prerequisites: Base Attack +3, Dexterity 18, Sleight of hand 8 ranks, Weapon Focus (Shuriken), Point Blank Shot, Precise shot
Benefit:
A) Make a sleight of hand check before your attack, selecting one target. If your sleight of hand check meets or exceeds your target's armor class, you may throw two shurikens for each attack roll, rolling the damage seperately for each. If your sleight of hand check fails, you still throw two shurikens per base attack, but the extra shurikens automatically miss your target and you suffer a 75% chance of losing them.

Masahiro018: You may forego your normal base attacks this round and instead throw a number of shurikens equal to half your ninja class plus your dexterity modifier. These shurikens may target a number of foes equal to your Dexterity modifier (minimum 1), but no two of these foes can be more than 10 feet apart. Each shuriken is rolled seperately and you only add 1/2 your strength modifier (rounded up) to each.

At first glance, I'd have to say that I probably wouldn't allow either of them. Since I don't have my books in front of me, I can't compare them to other feats but it seems to me that they are both a bit much. In either case, as the PC got higher in level, this feat would make them insanely powerful. It's true that the weapons don't do much damage, but some good poison would make it a nightmare for you as the DM. Just my :twocents:.

Ok. Does anyone else have a opinion on whether I should allow them or not? I really need to know if one should be allowed.

What the player is trying to do is to subvert the normal rules for feinting. If he really wants the benefit from doing something like this, just tell him to get the Improved Feint feat.
I do agree that with poisons, either of the listed feats could make this a real headache for you.

He's trying to get multiple poisons, multiple enchantment tricks, and probably multiple sudden strikes, since the feats do not mention anything about precision damage.

I would not allow it.

Let me put it this way. A level 10 ninja with an 18 dexterity using the second feat could buy flaming, shocking, icy throwing stars +1 (ammunition costs, too), and potentially make 9 attacks with them, for bonus damage of 27d6 alone, not counting normal shuriken damage. At level 20, the potential damage would be 39d6, plus 3d6 for every two more points of dexterity obtained by that level. You could easily get 52d6 if you really worked at it.

The first one is less broken, the same ninja would "merely" have a potential to get 12d6 points of bonus damage at 10th level, not counting normal shuriken damage. Better than a fireball, and he can do it all day until he runs out of money.

Let me work out the maximum damage a level 10 ninja could do with the second feat.......

18 dex
14 str

9 throwing stars thrown per full round action
we'll just make them flaming, shocking, and icy, so 1d2+2str+3d6
times 9
we need a poison... lets say DC 17 fortitude or 2 points dex damage
times 9
Oh, he's invisible, so +5d6 sudden strike
times 9

I get a total of 9d2 +27d6 +45d6 +18.

Average damage is about 284, with 9 fort saves and potential 18 dex damage.

Now, you could lessen that by removing the multiple sudden strikes. Except the feat says you can target multiple opponents... which implies multiple sudden strikes built in. And even then, its not like that balances the feat.
