I want to setup an adventure, kinda low level, with the following premise.

The king is upset because of an "outrage" commited to his daughter by a wandering bard.

The minstrel said he needed to find himself and left.

Now the heros are hired to track him down.

Unfortunately, this isn't the first time the bard has performed this task and has several unsavory characters chasing him.

The king wants him alive, so the adventurers have their work cut out for them.

***************************

What I want are ideas to make the bard difficult to catch, ruffians that are both justified and unreasonable and other fun side stuff and scenerios to keep things interesting.

Any ideas would be most helpful

He's a Shadow-Dancer?

He's got a guild after him, as well as a rather angry lichy woman who he was trying to 'sneak a fortune out of' before he found out that he was professing his love to a woman who planed on loving him after she died.

and, um, other than that, I hope it helps. You could, of course, add little things like he's completely innocent, and actually wants to be with the princess, but, the horrid lichy woman scared him off, and he isn't yet brave enough to stand up for his love, for fear that it will both bring out his bad past, and of course because he doesn't want to face down a lich.
