I've been thrown into the position of putting together a campaign for low level characters at extremely short notice. I've cobbled together a storyline of sorts and got most things set in my mind however I've been trying to think of an ideal creature that could be used as a kind of "boss character".

These creatures will have been doing a "Grima Wormtongue" on a pair of kinds and setting them at odds with one another so ideally they should be able to pass for human and have some kind of charm or fascinate ability. I'd been thinking of just putting in humans with levels in bard but they're not able to use suggestion until 6th level and the party will be facing them at 2nd so that's a no go. I had been thinking of giving them some kind of magic item attuned to the king's which let them use suggestion on them but I was wondering if anyone out there had a more exotic or sensible idea.

Thank you in advance.

Off the top of my head:

These creatures could be members of a much more powerful cult that have given them the ability to use suggestion X times per day and a +5 to hide and move silently checks. The cult is called, The Cult of the Silver Worm and worships a mutant purple worm who is, you guessed it, silver instead and has copius manipulative abilities (thinking maybe a Telepath?) who will somehow (I don't know your campaign world well enough to know how) will benefit from these kings being at war but not enough to risk anything more than a couple of grunts. Make the cultists lvl 2 rogues and increase the CR by +1 to account for the suggestion/stealth abilities and your home and dry :D

Hope this helped

Check out the Beguiler class in PHBII, it might be what you are looking for.

Ah, that's perfect, second or third level beguilers who have been casting charm person on the Kings. I'd completely forgotten about them. Many thanks Pres_Man.
