My campaign setting is very tollerant of almost any kind of PC, I have removed almost all inhibitions yet keep the game fun.

One of my PCs (who is a blackscale lizardfolk Earth Scion (custom core class) with a Black Dragon bloodline) has recently aquired a great interest in Hell and the Abyss, he has decided to make his new profesion: Soul Dealer.
Obtaining souls and selling them on the lower planes to demons/devils.

Any idea on how to aproach this, all the tools and mechanics for actualy getting souls i've already worked out (with the help of the BoVD).
However, what he can get in exchange for souls.. what kind of services he gains acces to.. what kind of friends he makes.

I am very pleased with this idea of his and am trying to support him in this un-noble endevour.

Please note that I've eliminated the pesky alignment system from my campaign due to the fact that with proper role-play it becomes obsolete and the global mindset of my campaign is a bit less "black and white" and very "shades of gray".

First question, who is he dealing with in hell? If it's a Prince in charge of one of the Layers, it depends. He can give the PC some demon or devil (Depending on who he sides with) henchman or access to the ability to gate in a creature if needed.

Every so many souls he may get a boost to an ability or given magical items.

No matter what, even though you don't have alignment in your game, there will be many people tracking this evil character down. If your PC gets to be very successful, expect a deity to intervene too. (Depending on how Gods are in your game.)

I had an EPIC Wizard in one of my campaigns that designed a weapon that absorbed the soul of whatever it killed and shunted the soul to spawning pits in the Abyss. She gave the weapon away to an adventurer and set up shop around the spawning pits - building up her own vile army.

This lasted until an entire celestial host got together to destroy the weapon and her.

(They got the weapon, but she survived and is still on the run...for now)

You might take some inspiration from this.

Yes he will most likely become a favored target of many paladins and celestials, though not gods, the gods in my campaign are basicly almost impossible to put into a Good/Neutral/Evil, Chaotic/Neutral/Lawfull box becouse they all strive for very difrent things at given moments in the campaign, mostly becouse they see the mortal world as a plaything, and a place to compete on a fair level amongst themselves.

Example: Shadesh, god of Darkness is focused currently on supporting his favored mortal, personaly guiding her in her dreams, while at the same time helping out his close personal friend Falazure regain his most trusted servants who are imprisoned.
My gods show a lot of humane emotions such as friendship (even amongst the most twisted and cruel).
The best way to describe it is... the way the greek Pantheon works, they are all simply people with devine might.

But he isn't interested in using souls himself, he wants to become favoured by certain devils, what kind of services does hell present for my darkscaled friend?

Hellish Favors:

1. Minions-on-demand: Low level nasties summonable through an item.

2. Customized magic (probably cursed in some way to keep the mortal in check) items.

3. Inside info on what Spellcasters in the local area are hoarding - all things noticed when demons/devils get summoned.

4. Hot, softened cash (Kinda hard to get cold, hard cash in hell)

5. Knowledge of all sorts of things - from lost (or not really lost) artifacts to court intrigues to the location and defenses of places of power. (see DMGII for some examples).

6. Unique abilities - perhaps a SLA or two commensurae in power to the number and quality of souls brought to hell. (Maybe add a fiendish template or the like with reduced cost).

Illion had some good ideas. How powerfull overall is this Dragon that he has the ability to grant things from far away? If he's not a god, does the PC have to go see him to get said rewards? Does he have other minions deliver them? Can the minions be ambushed prior to getting to the PC?

Now, you could make him enter a psychic duel with the person, where they have opposing mental checks. Perhaps will saves or something. That would be really cool! especially if you made them describe what they were doing (i turn into an cat and attack his mouse mind)

have ability damage if he fails!

of course you could just give a certain number of times a day he can cast soul steal or something and the opponent has to make a will or fortitude save or something. *yawn*

perhaps you could even have a modified version of finger of death, but instead of dying they are trapped in a ruby (expensive one time use please)

The dragoness is of adult age and usualy comes in person to collect the wares. (SHE is not a god)
Other then with powerfull outsider capturing magic, she's never had much trouble with being attacked.
(becouse of her venues on the lower planes she's extraplaner and can be captured with things like an Iron flask (wich is how the PC met her))
She can be ambushed upon actualy meeting the PC, she usualy teleports directly to him (provided he is in an ok location for it) and usualy adopts a humanoid form on the meterial plane though she is always easy to spot, she doesn't bother hiding her nature becouse they usualy meet in a place with very limited prying eyes or where people think nothing of the pleasent trade of *gemstones*.

What could happen is that one of their usual trade spots is being camped by people who want to stop this horrible little trade scheme and attack them both upon her arrival.

He does have to go to the lower planes to reap his rewards however, she isn't the kind of person who actualy can bring back a lot other then certain items for the PC.

Not sure what the earth scion is but...

If it summons earth elementals, you could allow your PC to summon half-fiend earth elementals.

If the PC casts magic, give him access to special fiend spells that mortal casters have never seen!
AKA- vile pulse (nova like spell effect that 10'radius from caster, deals "cause light wounds" damage)
AKA- fiendish fire (2nd level version of faerie fire that moves like a giant centipede, does flaming sphere damage)
AKA- Aboluz's withering (this spell temporarily turns the casters claws in to the dieases paws, touch attacks now deal normal damage, plus inflicts victims with a disease [opposite of cure disease] with a tough saving throw)
OR
His monster summoning spells summon Lemures, Dretch, Manes, Etc from the evil planes

The dark dragon must have cool evil items in its hoard! Just pick/invent a cool hoard item that the dragon will trade for the souls... some items below...
-weapon that drains XP when it hits- any creature slain with the weapon rises as an free willed undead relevant to its HD
-demonhide whip: this whip is crafted from a cornugon's tail and does the same damage at the tail attack- the whip is enchanted so that any wielder is proficient in its use.
-celestial's shield- a trophy from the wars on the plains, this shield bestows the elemental resistances of celestials to the bearer of the shield
-Narbrez's axe this weapon stores the souls of its victims as "charges" the wielder can consume a soul held in the weapon to cause the weapon to activate its spell like abilities...A) cast cure light wounds on wielder- 1 charge, B)activate "shocking burst" properties on the weapon for 10 rounds- 1 charge, C) summon 1d3 dretch, the fiends listen to commands for 3d4 rounds before being released
-Poli's wand: this wand uses a ray attack to drain 3d10 life from a living creature and bestow 1d4+2 HP to the wielder of the wand. A creature slain by the wand rises as a free willed wraith the following round.
-Larval Arrows- these enchanted arrows turn their victims into larva. When struck by a Larval arrow, the victim must pass a fortitude save DC20 or begin a painful transformation into a larva. The tranformation takes 5 rounds and can be halted/interupted by a cure disease spell, lesser restoration, restoration, limited wish, wish or heal spell. An elixer of health will also stop the transformation. Once the change is complete, it is permanent.
etc...

Things to trade for souls...
-minions (imps, mephits, tiefling rogues, etc...)
-scroll that summons a powerful fiend. It takes 20 souls to write this scroll, plus 5000gp
-magical items (ring of regeneration maybe?)
-ring that stops the aging process
-slaves
-succubi consort?
-magical item/artifact locations
-soul powered armor (20 charges) that uses souls to heal the wearer. When a soul is consumed, the armor heals the wearer 1d8+1hp. Each time a soul is consumed, a gem in the armor crumbles to dust. If the armor ever runs out of gems, it is forever destroyed. Adding soul gems to the armor costs 300gp, plus the cost to buy the gem (free it you already owned the soul gem).

Friends to make- power mongering fiends -Erinyes, Succubi, Glabrezu, Shadow Fiends, Yugoloths, night hags, fiendish dragons, liches (who may use the souls to power their unlife), evil wizards and clerics, etc...

It would mainly depend upon how powerful the soul is (the Hit Die of its old bodily form) and the pureness of it (was the person a champion of evil or light).
The rewards should be based on this. GIving a powerful devil a thousand 1st level commoners is a good haul. But not nearly as great as the soul of a 15th level paladin or cleric of a "good god" (god that mainly does good acts, or the current opponant of the god that the PC or devil worships.) If the devil in question is veryyyy powerful or in contact with his god, then possibly giving him templates would be a good Idea; if PC is a spellcaster, make him a lich, if a melee guy, then a deathnight (from MM II). Or maybe slowly give him the qualities of "evil" outsiders. (their immunities, their physical features) Slowly transform him into an actual outsider.\

OR just tons and tons of gold and prestige in the underworld. Like just money that can be spent in hell (but still nice things in hell for the not so nice) or always have a safe place to return home to. (give him an amulet or SPA that allows him to return whenever he wills.

hellish magic items: the infernal patron has a special connection and ultimate control of the item. using is corrupts the user.

information: hell has the best spy networks in the cosmos, info on likely ways to gain more souls comes free, anything else has a price.

infernal blessing: the feindish template at no cost isn't very unbalancing.

it would be an erinyes consort, succubi are deamons.

just having hellish contacts can be a huge advantage: "you don't want to cross me, I have VERY powerful friends."

So many wonderfully evil ideas.

Oh and don't worry about any ideas that might seem unbalancing.. all the chars in his campaign are overpowered but I compensate by simply giving most monsters they fight double or triple hp and enhanced AC and attacks.

I have had players get things from outsiders before. I never much liked gold and magic as those are obtainable normal, and dont seem to be special enough to come from another plane.

I have very few stat boosting items in my games, so a big boost to a stat works well for me. Another thing I have used is free feats, particularly one the person is not qualified for. I also grant extra action points, but that is only good if you use action points.

It might be in your PC's best intrest to deal with Grazzt, there is alot of detail about his realm in the FC I and it is the safest place for him to do buisness in the lower planes.

SLA: Curse Water at will.

SLA: Identify at will. (rename to Request Infernal Knowlegde, only identifies 'evil' powers, activation time 1 minute) (CL = HD)

Darkvision 60ft. (if they don't have it already)

SLA: Can fire 'Ray of Frost' that does Fire damage instead of Cold from finger every 1d4+1 rounds (CL = HD).

Can use Obscuring Smoke (as Obscuring Mist, but black smoke (no smoke-breathing hazards included) instead of mist, area of effect spells with [Cold] descriptor make it disappear instead of Fireball etc., lasts 1 round/CL) from mouth once every 5 minutes (buuuuuuuurp!). (CL = HD)

Get Lemure and the power to communicate with it by telepathy (100ft.).

Power to use Trap the Soul with a cheap (10 gp) diamond as long as the target creature's HD = 1/3 caster level.

You could try to make a "faction" through the rules in the PHBII. That would give him rules on what does what, how to increase the power and world standing of the "guild of material/mortal evil."

You could also use this as a good jumping off point to give him a homebrew template of some sort through a re-training quest after he achieves enough renown in the Abyss/Hell.

Two things that I am considering for my own game...

Actually, I have a party who made a deal with a Barghest, and they are going to collect souls, to trade to her (her idea) in Khyber shards. She will collect things on the lower planes, but, the whole idea is basically that they will be able to barter a sort of "Information exchange" on say, things that dead people knew "a little hellish torture would be involved, of course."

Also, they will be able to gather myths and legends from the Barghest. Further, I have left it fully up to the players to get whatever they want from their connection. Like you, I believe in the idea of "Open campaigning" and would fully like them to ask anything they wish of hell.

Now, would I let anything happen?

no, I would make everything insipid and evil.

What would be the greatest thing they could get? A kingdom? At what cost?

Personally I don't see why there should be any restrictions on hell. But, for the mean time, I am leaving it a purely ***-for-tat agreement of contract that is constantly open for negotiations.

Ah.

That inspires me.

By using the power recharge option from Unearthed Arcana, the player can place parts of his own soul in the armor (read: XP). If, however, the player is killed, the soul gem makes one last aquisition... the wearers.

Also, a good way to grant him power would be the warlock class.
