If a character at level 1 has a 17 score in wisdom they would get the additional spells right from their wisdom bonus.

Or do they only get 1 extra spell at level 1, 3, and 5. Since they only have access to extra spells at those levels?

You can't get a bonus spell in a spell level you're not capable of using. So you'd wait until 1, 3, and 5 to apply new bonus spells at new levels.

ok just want to make something clear

so with a 3+ wisdom bonus for cleric at level 1 you would only have 1 bonus spell from your modifer. And at lvl 5 you would get 3 bonus spells or can you use 3 bonus spells at level 1.

You get a certain number of bonus spells per spell level. You cannot get bonus spells for levels of spells you cannot cast. You get one extra first level spell at level one and two, then you gain a bonus second level spell when you're finally capable fo casting second level spells, etc...

Your bonus spells for a high casting stat use the chart in the abilities chapter in the PHB. You gain those bonus spells only for spell levels where your number castable per day is not "-". For example, there are some classes where your spells per day entry in some levels is "0" and not "-". This menas that you have access to that level of spell only if you have bonus spells for that level (usually granted by your ability score, but I think there are other ways to do it).
