Is this doable under core rules?

Does anyone houserule somethiing like this?

Completely doable.

A creator can add new magical abilities to a magic item with no restrictions. The cost to do this is the same as if the item was not magical. Thus, a +1 longsword can be made into a +2 vorpal longsword, with the cost to create it being equal to that of a +2 vorpal sword minus the cost of a +1 sword.

If the item is one that occupies a specific place on a character’s body the cost of adding any additional ability to that item increases by 50%. For example, if a character adds the power to confer invisibility to her ring of protection +2, the cost of adding this ability is the same as for creating a ring of invisibility multiplied by 1.5.

Additionally, note that the magic item pricing guidelines are just that -- guidelines. Watch yourself if you have an artificer in the party.

Is that a 3.0 or 3.5 ruling?

Current SRD is 3.5. The specifics for item creation are in the Dungeon Master's Guide.

Specifically, towards the end of the Creating Magic Items section, where they discuss body slot affinity.

Additionally, it's "enhancements". You enchant creatures, but you enhance weapons.

I was always confused as to whether or not you could further enhance an item you hadn't originally created. The language used in the description in both the SRD and the DMG is sort of ambigious.

I'd say you could rule it either way. It does sort of make sense that you wouldn't be able to further enhance someone else's work; this would fall under the category of uniqueness. In essence, although each +1 Longsword is a +1 Longsword, the methods used to create each sword may vary drastically. Similar to how two paintings using oil based paints may look very different.

It's sort of the DM's call really...
