Maybe your Empire's Capitol is actually a large field of wheat, because it was founded by a nomadic tribe - see what I am driving at? You haven't given anyone here nearly enough information to help you at all. No PC information. No campaign information. Not even a small inkling that you really even have a campaign. Maybe you would be best served by looking in the back of the MM for a CR10 monster? Who knows? because you didn't give anyone anything to help you with - try giving more than just " 10th level PCs, two of them, make me a module, plz help" ...that is just ludicrous. ****

Have a big bad guy - like Brainiac or Doomsday come to fight Superman, and while they cause all that destruction, your PCs can save Jimmy Olsen and the rest of the Daily Planet workers, and fight all of Brainiacs stupid henchmen - or robots, or whatever.
