Im looking for some advice on statting out the human form for a polymorphed Dragon (Bronze in this case)... Clearly some of the natural attacks and flight would change, but would base attack and fear remain? If It polymorphed into a creature with armor, what AC would I use? Not natural Im guessing. I am using this creature as an NPC for now, and will not be in dragon form for a while...But the 27 STR seems a bit much for a human. Thanks!

Not many dragon stats will remain. HD and stats derived thereof remain, but no ability scores, nat AC, flight, etc. If it wears armor, it gets the full benefits. It retains any spell-like and spell casting abilities, but loses any supernatural abilities I believe. It also would lose its frightful presence.

Thanks. What about base attack bonus? It was +22 for bite, what would it be for say a sword? Would I convert HD into class levels of say warrior? Or would there be no class levels because the dragon, however mighty would not be proficient with a weapon at all?

As a Bronze Dragon has the Alternate Form ability, it is proficient with simple weapons, as stated under the rules for the Dragon type.

Non of those things will change. The dragon will still have +22 BAB and 22HD worth of HP. All physical abilities would be 10.

Though you'd be within your rights to modify those stats if you wanted to use this dragon as a plot device. It's not as if you'd make him unbalancing if he was physically stronger than a commoner.

Or create an item called the periapt of true self that allows the wearer to maintain their stats in polymorphed form

If you do that make sure that the PCs can't get such an item as it could lead to unforseen consequences.
