I want to make the rogue class in my campaign less combat oriented and more stealth oriented, so I made a few changes. I'm just wondering if you guys think he is over/under powered, or just right?

Sneak Attack: This ability functions exactly as described in the core rules, except that it progresses every 3 levels (1st, 4th, 7th, 10th, 13th, 16th, and 19th) and maxes out at +7d6.
Master of the Streets (Ex): Due to his familiarity with operating in an urban environment, at first level the rogue gains a +1 bonus to Gather Information, Hide, Listen, Move Silently, Search, and Spot checks when using these skills in this type of community.
At 5th level and at every five levels thereafter (10th, 15th, and 20th level), the bonus goes up by +1.
Find the Center of the City: At 6th level, a rogue can determine the direction of the center of any city he happens to be in by concentrating for 1 minute. The DM rolls 1d20 and adds the rogue’s level and his wisdom bonus to determine the check result. If the result is at least 20, then the rogue immediately knows in which direction the center of the city lies. If the DM rolls a 1 the rogue mistakenly identifies a random direction as the way to the center of the city. A rogue can use this ability more than once per day. However, he must use the number the DM rolled for all other checks in the same day.
Nine Lives (Ex): Starting at 12th level, the character may apply his Charisma modifier (if positive) to all his saves. At 18th level, he may apply this modifier to his AC as well.

If it is overpowered I can get rid of Find the Center of the City, or one or both of the bonuses from the Nine Lives ability. Or I can lower the Sneak Attack ability even more. What do you think? Is it balanced?

Well, it's really up to you, being your campaign and characters.

However, it seems pretty balanced, and should work pretty well.

I will just point out that a 'normal' rogue, if given the right stats (high Int + Cha)is very versatile in the streets, as he get so many skill points.

It looks fine and I agree with Bait that it appears to be balanced but remember the reason Rogue's have such large skill lists is that they are no longer merely thieves in the night. Rogues can be many different types of professions.

Thieves, Diplomats, Scouts, Merchants, spies

and well yes stealth plays a roll remember that Rogues can be very stelathy very early in their careers. Halfling rogues get bonuses for being halfling and small and get unbelievable numbers to hide and move silently at low levels without sacrificing anything
