A player of mine has asked if I could ignore the prerequisite for the Cryokineticist that says you have to be able to use energy emnation as the psionic ability.

I told him I'd consider it. Pouring through my books I thought I found a possibly interesting way to get around having the ability. I went through and created a bloodline for the Yuki-On-Na from Frostburn and figured if he agreed to atleast take the minor bloodline trait (and the levels asked of it) that I would him, a fighter, to ignore the energy emnation requirement.

My question to everyone else is, does this sound like a fair swap? I know I'm asking him to blow 4 levels in exhange for him to ignore the requirement, but I'm also giving his character a background trait as to why he was able to circumvent the levels of psion/psychic warrior to gain the Cryokinteticist's abilities.

Any advice/critics/other suggestions would be greatly appreciated. Thanks in advance!

I remember running into a problem like this when I wanted my Soulknife/Pyrokineticist to take levels in Cryokineticist as well. I just gave up on the idea, because I hate asking the DM to give me special exemptions for prerequisites, since those prerequisites are normally there for a reason.

Yeah: Don't do it, unless you're willing to give such exemptions to every other PrC.

Prereqs are there for a reason. If you want to be "lenient", I would alter that prereq to any energy ____ power. But it's basically there to mean "Ability to manifest X level powers, of which this must be one of them."
