Using Testament I made a Cleric/Wizard/Royal Astrologer NPC.

His powers are making horoscopes(if he knows someones day, time and place of birth) which uses Augury. His advanced powers enable him to bless/curse people he has a horoscope for.

Also there is the ability to see a places future(one moment of it) using Clairvoyance.

The question is should the PC's be able to use this NPC and if he should be used - I.E. he predicts some will die and they don't or vice-versa

Augury can easily be imprecise enough that the "astrologer" doesn't really know what to say and has to make something up. On those grounds, his predictions don't always have to come true. Make sure your PCs know that, and you'll be fine.

Use the Augury, then have the NPC, with his Wis and Int scores, dermine what could happen... there's your prediction. If it doesn't come true, that's just like your PC's augury coming out "woe", and they win the battle anyway. Augury deals with probabilities more than actually looking into the already-written future.
