i have a dream... a dream where saturday centaur children will work and play with kobold children and human children....

my world is very peaceful (the better to shake things up my dear). in one kingdom where the pcs now are many races live togetherin harmony. The village the pcs are visiting next game has centaurs, humans, an active elf/human/halfelf family, an anthropromorphic bear and a dryad. the problem is that some of these races have huge level adjustments.

i'm ending up with 'commoner' npcs with ecls bordering on those of the party, surpassing them in the case of the dryad healer who has to have at least one cleric level to effectively help her village and the pcs. i want a multi racial village but i dont want one that makes the pcs look weak.

i also want a village where the npcs could feasably consider eachother equals or at least peers but the level adjustments also make this hard.

Don't worry about LA. If they're NPC's they go by the CR (Challenge Rating). A Centaur is a CR 3 creature. Give it a Cleric level and it will still be a 3 or 4 as Ranger is it's favored class.

I really don't see an issue where the power of the cities inhabitants is an issue to the party unless the cities average alignment is against the PC's. Are your PC's only interested in running into a town to fight its inhabitants?

the pcs are visiting the town as part of their quest and the town is pretty neutral towards them. the thing is i had figured if say ... orcs attack the village... the pcs could save the day. sure some of the villagers (human commoners etc) would definately need pc help but some of the other npcs are almost as strong as the pcs are.

Well you could say the PC's held and defeated the part of the Orc invasion that would have turned the tide in the battle. While the cities defenders took on the main force the PC's could strike the elite Orc force that was set to infiltrate the town center and do some magical thing or whathave you. If it wasn't for the PC's quick and inteligent read on this elite force the city would surely have fallen as the city was defending off the horde unaware of this most lethal threat.

Now for the elite force you can throw in some (Depending on your parties level) elite fighter/prestiged orcs and some spellcasters of arcane and divine. Also have them escorting a huge beast or something that is a part of there big plan.

Just an idea. :)
