Just wondering if anyone knows where I can find a good map of a Barbarian City on top of a hill.

I'm pretty sure Barbarian and City are incompatable terms. You know, the whole civilization thing.

Depends on your definition of city, but I would say they had more along the lines of "large villages".

I had always found that when a people settle in a lasting way, they cease to be a barbarian culture. Barbarians, in my opinion which no one is obligated to support, are tribes, small monarchies, small theocracies or even primitive republics made from nomadic or semi-nomadic peoples.

Any "city" would be made of wood, grass, thatch, earth bricks, animal pelt tents or anything else that can be constructed in a minimum of time in a reasonably comfortable manner. Mobility is the key, whatever is built must be able to be taken down in a manner of a few days or left behind with few woes. I would imagine that it would be fairly simple to make a barbarian city, a large central pavilion surrounded by simple wood buildings or large tents would house the most important people (leaders, strong warriors, the wealthy). The less important people (lesser rank warriors, average folk, hunter-gatherers) would live in concentric circles around the center. At the fringes of the city, a handful of skillful trackers and warriors serve as rangers to protect the city and may even build a few crude watchtowers at important positions (hills, clearings in woodlands).

Barbarian is actually a pretty broad term. In game I guess they should be nomadic or something. But you could also have exceptions. Most important is that they are warlike and tribal in their social structure.
