Stormwrack's a good place to start. How historical are you looking for? I just did mine with basic homebrew and some houserules...

I am thinking of doing it in High Fantasy and though I own stormwrack it seems a bit out of date. I can't seem to be able to make the ships very customizable. I was thinking of using some spells to make the ships more useful :) but the book those not give me good enough rule sets.

It is a response to Ultimaterealitys post several above, where she implied that I was perhaps drunk, when I am in fact just a poor typer.

Well, at least this time anyway.

Eberron Explorers Handbook has some ship rules and I believe there is another ship listed under clockwork wonders on the WotC site that can be adapted for a seagoing campaign. As for specific rules on piracy I am at a bit of a loss in D&D. If you are looking for general guidelines and setting information, other systems may have what you are looking for. I know I've spent time perusing various sourcebooks for campaign specific content that D&D lacked and I kept the fluff and basic ideas while ignoring content that needed a lot of attention to convert. I would name a non D&D book off my shelf, but I don't like plugging the competition on the boards.

what do you mean by "rule set", are you looking for variants, like armor etc to make a game feel more swashuckle-y, or rules for tactical nautical combat? Its a little vague.

As everyone else has said, Stormwrack is a great place to start for basic at-sea stuff. I use the cannons and flintlock gunpowder weapons from D20 Past for my pirate campaign.

If you want more ship designs, the Arms and Equipment Guide has some, or you can find some excellent books on pirate ships at your local library.

Stormwrack gives a system of naval combat and maneuvering that focuses more on story and less on actual mechanics and skill checks.

Arms and Equipment Guide presents a system that is much more convoluted. If I remember correctly (don't put money on it) there are rules for different crew members - stuff like you need X number of rowers on this kind of ship to move at this speed against the wind etc.

I'm not sure what you are looking for exactly though. In 2nd edition there were several books about pirates, like 'Pirates of the Fallen Stars' but obviously the rules were different then.

WoTC has for free download the Savage Tide campaign setting (most of it at least) which is basically a Caribbean pirate-y setting (from what I briefly saw of it).

Dragon 318 (which you can download for 5 dollars from Paizo) has an article about a pirate-style campaign.

This suggestions have been great help. I think some if not all the info you guys gave me is really good. What I mean by rule set is more around the lines of things like generating random encounters at sea, slightly more realistic mundane ship designs with slight cultural flair. I have found a couple of third party supplements that have some relatively good ideas.

Ah! I see now...

A book that I like for that sort of thing is printed by Penumbra, called En Route II: By Land or By Sea.
