Building an encounter: Presidents strike from beyond the grave! [Archive] - Wizards Community

I am stuck designing an encounter for my slightly overpowered level 9-10 party (Sorceror 9, Wiz 4/Confused mage 5, Cleric 9, two level 8 fighters). The story is that they have made a deal with a group of orcs that involves the party killing Teddy Roosevelt (level 10 undead ... something...) and bringing some kind of trophy back with them. Roosevelt lives in a city filled with the reanimated corpses of former United States presidents, and is the leader of a faction of capitalists who manage trade posts and undermine other economic systems across the world. Roosevelt is actually being controlled by Abraham Lincoln, who is a lich (probably level 11 since that's the minimum). Once the party engages Roosevelt and strikes him down, Lincoln will emerge from behind Teddy's throne and cast animate dead on his fallen comrade. Then the party will fight both of them. I'm thinking that a few of the orcs will break through and assist the party at some point during the second part since otherwise there's likely to be a big bucket of death.

Where I got stuck was determining the stats and such for Roosevelt and Lincoln. All i know is that roosevelt has 200 hitpoints and carries a +1 quarterstaff that emanates an aura of silence. Any pointers on what's worked for you when setting up boss-type encounters would be appreciated.

He will begin by casting (as 20th level) Emancipation Incantation and then will follow up with raking claws and prehensile hat attacks. If reduced to 25% of his hit points, the Lincoln will attempt to Gate in Ulysses S. Grant (80% chance of success) along with the 188th Boston Riflemen.

No, no, Lincoln is a grapple machine, powerful build with max levels in Reaping Mauler. He used to be a wrassler, didn'tcha know?
