OK I have some ambiguity to deal with (whats new right?).

When calculating saves for an item the DMG says to use 2 plus the 1/2 the caster level.

So how can the caster level of a Ring of Protection +1 be listed as CL 5 when a caster has to be 12th level to get the Forge Ring feat?

Caster level is distinct from the level of the creater of the item. Just as how you can lower your effective caster level when making a scroll (if you only want the spell to be treated as cast at level one if you're level five, say) the default ring of protection +1 has a caster level of 5; less than the creator's, because it's cheaper to make an item with a lower caster level.

Because many of the CL values in the DMG are wrong, especially for multi-valued items.

Look at that entry: "CL 5th ... caster must be of a level at least three times greater than the bonus of the ring". A +1 ring must be at least CL 3, a +2 ring CL 6, and so on.

The correct minimum CL for a ring of protection is the larger of bonus * 3 or 12 (Forge Ring).
