My apologies if this thread has been made before, but I wanted to know what kinds of contests, challenges, or other fun creative things for my party to do while at a city that has a festival that is like that of carnaval ( aka fat tuesday)

well Complete Warrior has rules for several kinds of events, including Archery contests, jousts and 'Conjurers' Chess'.

I have not yet used them, but they look pretty good IMO.

Depends on the magic level of your campaign world/city.

I like the idea of Illusion Artistry. Each participant casts an illusion spell that generates a visual effect and makes a Craft (Illusion) check with a special bonus equal to twice the level of the spell they've cast. The one with highest check has made the most impressive illusion and wins.

Well, there's the classic carnival games of our time:

Throw a ball to knock down a target (ranged attack roll vs AC 14 [if your target is Diminutive]).

Throw darts at a balloon/target (same as above, but target is Fine, and therefore AC 18).

Turtle racing!

Drinking games; beer pong, slip cup and beirut are all certainly possible and I'm sure there's no shortage of beer.

I don't really think throwing a ball counts as an improvised weapon: balls are designed to be thrown. Using one to deal damage would probably count as improvised (since you'd have to aim for a vital area and throw harder) but as to just knocking down a target, no penalty.

Turtle races are pretty simple; the turtle with the highest Dexterity is the fastest; roll 3d6 for the turtles' Dex and apply modifiers. Let the PCs make Knowledge (nature) checks to see if they can guess which turtle is fastest.

Rules for beer pong and beirut (http://beirut-guide.com/)
Rules for flip cup (http://en.wikipedia.org/wiki/Flip_cup)

Honestly, just Google "drinking games"

The ones used in carnivals are usually weighted oddly so that they are hard to aim.

I usually hurl them so hard it doesn't matter.

Wrestling matches would serve the fighter-types well.

wrestling would use grapple right

well, how 'bout the casters use a combo of bardic music(if applicable), illusion and enchantment to create a show/phantom puppet play. The beefcakes can do wrestling, how-much-(insert drink here)-can-you-chug-down-in-x-minutes things, and darts etc.

Just some ideas until I get the specifics.

How about a Scavenger Hunt (is that the correct term?) or a rally kind of race where (think "The Amazing Race") where they have to go around town gathering things or finding clues before other people do so.

A scavenger hunt would end poorly, I think. Do you really want to have dozens of drunken mooks rifling through town looking for stuff? It's asking for vandalism and accidents of all kinds.
