I have a standard 7th level party who's going to encounter a nest of wyrmling white dragons cr 1 how many should i have to make it tough

Well, that depends on any number of things.

1: When you say "a standard adventuring party", exactly how many of them are there and what are their classes?

2: Is this nest just a rock cave with nothing else, or are there some traps, natural pitfalls, etc involved as well?

3: Where is the dragon mother?

4: Will the party make noise enough that the wyrmlings hear them comming (and are thus, not asleep or unprepared)?

We're going to need more information than "How many CR1 creatures will it take to challenge a 7th level party?"

1. 1 bard 1 fighter 2 rogue
the dragon mother is out and wont return
there will other traps but not in the room
the wyrmlings will be prepared the party wont

Strictly by the numbers, 8-11 of them are a CR7 encounter. That's way more than a brood though, so you're probably going to have to make it a pair of CR 5 or maybe at most 4 CR 3's. Just remember, when you start to outnumber them and they don't have cold resist, the PCs are going to start dying.

Not to mention that the only spellcaster they have is a bard.

Heck, one Wyrmling in a labyrinthine ice cavern could probably give this group a run for its money. Enough to drive them away, at least. When you start talking about three or four dragons, or upping the CR by two of them to 5 or whatever... that's slaughter, especially considering the PCs aren't prepared for the conflict.

Properly played dragons are PC Killers. And no, that's not just DM Propaganda.

I'd probably go with about 2 of them.
But then add some battle challenge like
battling in a sub-zero snowstorm where the PC's take
major penaltys, or mabey roaming through
some ice caverns. Sure it's siple if you just battle on
flat terrain but that's just a normal battle, and those
get boring if overdone.
