Are there any character generators that generate characteristics about NPCs?

Failing that, is there an expanded list of characteristics for NPCs? Dragon magazine, etc?

My favorite character generator is e-tools, which can be had with 3.5 rules for about 37 dollars (just slightly more than the cost of a book). It is superb, and allows you to create house rules, roll thousands of dice at once, create your own race, etc. Ooh, I hope that doesn't sound like an advertisement because I'm not advertising for them. Anyway, I've found it helpful on numerous occasions when I had to generate an NPC quickly.

Check out EnWorld and download the Jamis Buck NPC Generator, updated for 3.5. You can generate a lot of NPCs at once, using PC or NPC classes, PC or Monster Races, specific levels or random levels (including the catchall 1-20, or low, mid, and high options).

All in all a great program. It even provides spells for Wizards.

you all know, of course, that there is a entire chapter full of ready-made NPC's in the DMG.
At least I hope so.
Anyways, this means that you can just (gasp) look in the DMG and make an NPC with little to no effort.

The DMG works great for quick once-use NPCs, but it just doesn't cover everything. For those plot-important, well-thought out, recurring NPCs I also use a generator so that I can make them the way I want them.

Personally, I use a ton of plot-important NPCs. Using the DMG would make them somewhat predictable after a while.

Usually when I need reoccuring NPC's, I use the DMG as a base and build up a character as I would when making a PC. This takes a little longer (20 min as opposed to 5 min for a generator), but the NPC usually comes out a little more fleshy and real than the ones I get from generators. Its kinda like playing one of your characters, as opposed to playing someone elses.
But thats just personal prefrence...
