is it possible for a halfling to learn aquan? the halfling is a roque

It's possible because Rogues have Speak Language. But I wouldn't let them just learn it. Have them find a teacher. It's not one of the common languages.

It's the skill you need to learn to speak a language. I believe bards and rogues have it as a class ability, everyone else is CC. If you're CC it's two ranks to learn a language, and one if you've got it as a class skill.

However, you can't just go into a tavern and learn aquan. Make your halfling rogue go on a quest to find an aquan dictionary, or befriend some mermaid who speaks it.

is this a 3.5 thing because i am using 3.0 rulebooks and i see that only a bard can do the Speak Language thing.....

It's not a bonus language for a halfling, you'd have to find a teacher, and spend 2 skill points.

Bards can spend only 1 skill point, because "speak language" is a class skill for them.

You don't need a teacher to learn a language, just as you can learn to pick locks or fight with two weapons without a teacher. But you should somehow be able to learn it. So if you're around aquan creatures, or talk to someone who can speak the language, it should be no problem to learn it.

interesting...... well i have a good Listen and Gather Information so can i learn it from a member of my party?

How your character actually goes about getting the language is something that you and your DM have to decide.

He is right you need to listen to your dm when making the decision. If you have made clear that you have intent to learn that you should state a good reason why you charater should learn it and the DM usually (I dont know all DMs afterall) put some way to learn it in the scenerio

what if the tavern "on land" is near water and/or filled with water faeries?
