I looked in the index of the players guide, but I couldn't find anything on "Touch AC". What is it and how is it determined?

Touch AC is an AC value used when you're being hit by ray spells, or magic that requires the caster to touch his target.
To calculate it you take your normal AC and remove any Armor, Shield and Natural Armor bonuses. This is your touch AC.

Your touch ac is simply that "touch". All a creature needs to do is touch you, so your armor (natural or otherwise), shield,and Enhancements dont count, However you Dex, deflection, and cover do. Because armor shields and enhancments dont stop things from hitting they simply protect you from its damage it may deal. do you understand?? ;)
