I am planning on having an NPC coming into a game soon. It is going to be a mystic theurge of Io and a keeper of the balance. Thus it will attempt to stop any disruption of the balance of the world as Io sees it. the problem then comes to the killing of dragons when necessary and of other groups who get in the way. Would the alignment of this character be NN or NE? I am not sure as it is neutral in its quest for balance. But NE in aspects that it will take people or groups out in order to restore the balance.

Any ideas?

Neutral. There's precedent for this exact sort of situation.

Neutral, unless this character enjoys the 'collateral damage' that he does when offing a dragon or character.

Neutral. Possibly lawful neutral, since he does something that must be done although he'd probably rather spare the lives.

But NE in aspects that it will take people or groups out in order to restore the balance.
Paladins kill people to restore the dominance of goodness. They should all fall!!!!111one
