I'm trying to make a DnD equivalent of Alex from Golden Sun. (He has the abilities to control water and ice).
Also I am limited to an ECL 10 Gestalt character. (Basically this is going to be an arena character)

I was thinking of trying to make him a psion with most of his powers related to water or cold. The problem with this is figuring out how to make this PC good. The use of templates is allowed, but Alex really is just superhuman, he still looks like a human but has crazy abilities.

Any help trying to make a psionic frost character is appreciated.

This looks like something that belongs on the Character Optimization board.

What is an ECL 10 Gestalt character. To my understanding just having a basic level 10 Gestalt character would already have a MUCH higher ECL if played with a "normal" group of characters.

Psion isn't a bad way to take it, and fits well with the psynergy aspect from the GS games. Check out the Frostburn book, lots of cold/ice stuff in there, including the cryokineticist. Not the best PrC, but an ice-focused psion PrC which might help you out.

Thanks for the info. I'll move this over to the character op board.

Yeah now that I think about it that's a good idea, I have to try and beat the character of a powergamer, which at last check had something like 61 AC at level 10 with the 2 class tracks. I still don't know how he did that.
