03-04-07, 01:49 PM Races of the Dragon has sundark goggles, produced by kobolds, which are essentially exactly what you're looking for and would work perfectly for orcs.

Forstburn and Arms and Equipment Guide (3.0) have snow goggles which are not as good as sundark goggles, but could still work.

Boxter already mentioned the Daylight Adaptation feat from FRCS and Player's Guide to Faerûn (check the PGtF errata if you use it, it's not a regional feat anymore, and can be taken even after 1st level).

my votes for this idea. IIRC this item solves all your problems and cost like 20 gp or something ridiculously low like that!
