Does your favored class count against you when its the class your underleveling?

By the reading, its sounds like it wouldn't.

"A character’s favored class doesn’t count against him or her when determining experience point penalties for multiclassing."

Do you think that a "water halfling" (favored class: Rogue) which is a first level rogue and 5th level wizard would incur an experience penalty?

It does not matter if it is High or Low, it does not count against you.

...And sometimes that is very useful.

For instance, some have suggested that the "underpowered" Half-Orc should be given "favored class: Any" like a human (I don't agree that the Half-Orc is underpowered: maybe give them +2 on Intimidate checks, but they don't need anything else). But Barbarian is a very front-loaded class, and having it as a favored class is quite useful when "under-levelling". Any Half-Orc can justify having a level of Barbarian (the first level, with max hitpoints on a d12 and quadrupling the Barbarian's fairly good skillpoints), and only a Half-Orc could then avoid a multiclassing penalty when advancing in two other classes while keeping Barbarian at 1st.
