I've been playing around with several character ideas, help me pick one, and possible feats, for max dam. and fun.
3rd edition rules applicable only

1) A roguish character, Fighter 4/Rogue 3/Mnk 13, who enjoys using shurikens

2) An assassin character, Fighter 4/Rogue 3/Infiltrator 4/Shadow Dancer 3/ Assassin 6, attempting to make the most convoluted character possible while staying within the experience penalty rule.

3) An noble Dragonslayer, Fighter 6/Paladin 4/Vassal of Bahamut 10, with an eye towards getting a silver Dragon as a cohort/ally at lvl 18

What would be the best character to develop to level 20?

Follow-up to character 1 the shuriken wielding character, what feats or magic items would generate the best overall rain of death?

Well, IMO monks are better ging strait to 20th level.

I think the 'best' character there is either the mulitcalssing maniac or the dragon slayer, although I think you might get more fun out of playing the assasin as he will have a variety of interesting abilities and, if you want, quite an amusing character.

On the side, feats I would reccomend for the apprentice shuriken thrower would be: Rapid Shot
Precise shot
Point Blank Shot
Shot on the Run
These feats would make him powerful as well as being in the ninja style that i think you are after.
