I play a paladin and there is a CG cleric of Kord in the group. We are always at odds. Just to give you a little background our last adventure we came across 2 homlets that are fighting with each other. Neither one was evil but they say the other hamlet started it and attacked them. There is ruined crops and a magical disease killiing people. Well we get there and I give cures where and when I can to the needy and I ask the cleric to prepare tomarrow some create food and water for both vilages. He says naw lets just kill all the people from both villages and be done with it. Well he may have been just kidding but next day he doesnt take any create food and water spells. Don't you think the DM should step in here and say that just wrong?
He took Prot from elements just in case something happens...

Well, the cleric is not acting very Good, from what you say. Not helping people in need when all it takes is a couple spells (even Create Water orisons would've helped), instead worrying about hypothetical situations for your own benefit, is very Neutral. Not Evil, but definitely not Good.

But, the DM should not tell him to act otherwise. The player controls their PC. What the DM should do is keep track of how much and how often the PC acts non-Good, and impose an alignment change if he does it too much.

When a alingment change happens in this case what happens to that cleric? he lose his spells? until a attonment?

An alignment change to CN wouldn't do anything, since a cleric can differ by one step from their deity and Kord is CG. CE would lose all powers until an atonement.

But, if he "grossly violates the code of conduct imposed by his god" (totally up to the DM, but I'd think that for Kord this wouldn't qualify - Corellon Larethian, OTOH, probably would object and is also CG) he immediately loses all powers until he gets an atonement.
