Ok, here is the situation. In the Eberron game I am currently in, I am a 1st level Artificer. I have read most of the Artificer "handbooks" and have a general understanding of how to create items, but I have a few more specific questions.

1) How do you gain access to places to preform said checks? For example Weaponsmithing, other then just bribing a blacksmith to use his place of business, how else do you get access to a forge and such? Any tips, I know its more roleplaying oriented but I honestly don't know what to ask.

2) Are any special "Tools" required for imbuing items with magical properties or crafting a wand or such.

I think all of that is assumed in the costs of the items. When you pay 105 gp to make a masterwork sword, some of that money is for steel, some is for the use of the forge.

When a blacksmith with a shop pays 105 in raw materials to make a similar sword, he isn't paying for use of the shop, but he's paying taxes and shop boys to sweep up trash and a carpenter to fix his roof.

The rules on crafting are very, very generalized. It isn't a crafting game. It's really not worth it to make them more complicated than they are now, IMHO.

As far as special tools, again, I think you can assume they are part of the creation costs. How much detail you want is up to you/the DM. Suffice it to say that you cannot get a discount on future creations by "reusing" the previously purchased tools.
