"There's going to be a back robbery on...."

Something any evil character (or thief) wants to hear from a contact but the question is... how to get one? What are some ways you guys have met contacts that the DM doesn't just place in your lap?

Do some favors for a suitable group or organization, and then don't collect on them until you need something specific.

Remember the local noble's daughter with a fancy gift on her birthday. You don't have to be present when it is delivered, but if you make a habit of this then it is generally advisable to remember it.

Make buying a round of drinks at the local taverns a regular habit.

Visit your favorite brothel often.

Remember to give a little extra to those who provide you with services. No matter how small the service.

Be nice to people in general and talk to them, even if to compliment them some small thing.

Be charismatic, but not egoistic.

Be a nice guy.

Generally speaking people who profit from your well-being or simply enjoy your company don't want you to get hurt. They will most likely tell you things if they hear something. Especially, if you thank them properly afterwards.

Other people can be bought to relay information, but they may or may not be so reliable. Having a rumormonger in your service in most of the major cities in any given country can be very useful. One should, however, always be skeptical of people who sell information.

Being a helpful person is always a good idea, as well. If you don't want any direct compensation for your troubles then there's probably something else in store for you in the future. However, you might want to pick and choose whom you help, since not everyone understands the concept of "personal debt" the same way.

EDIT: being an Evil rogue doesn't stop you from doing nice things and being nice to people. If your rogue is highly proficient in social skills then he can use a polite, well-behaving and kind front to his advantage.
