Fast Movement (Ex): A barbarian’s land speed is faster than the norm for his race by +10 feet. This benefit applies only when he is wearing no armor, light armor, or medium armor and not carrying a heavy load. Apply this bonus before modifying the barbarian’s speed because of any load carried or armor worn.

Dwarf base land speed is 20 feet. However, dwarves can move at this speed even when wearing medium or heavy armor or when carrying a medium or heavy load (unlike other creatures, whose speed is reduced in such situations).

Even though it doesn't say racial exactly, the speed boost seems to be a racial bonus, so the question is, does a dwarven barbarian get the speed bonus in full plate?

Also a barb can rage x/per day. Is that 24 hour period or before resting for 8 hours?

The FAQ (link here (http://www.wizards.com/default.asp?x=dnd/er/20030221a)) gives you an answer to both of these questions.

First part; The fast movement bonus would not apply to the dwarf, as the class feature doesn't work in heavy armor, the same way as a rogue's evasion wouldn't work in heavy armor. The restriction is based on the type of armor, not by the speed reduced (otherwise, fast movement wouldn't work with medium armor either).

To your second question; x times in any given day, which could start at midnight or daybreak as your DM decides.
So, if you rage during the day, and you used up your last rage use, then you can't rage until next midnight or daybreak or whatever.

No movement bonus .... but you could tumble in plate

As to rage per day : I rule it's a day as there are races the do not rest (warforged). On side not forged make great barbarian as they do not suffer fatigue

Any /day ability needs to have day defined in-game.
Could be midnight, could be sunrise, doesn't matter, but unless someone is entirely into doing too much work for little things, 24 hour periods are generally more trouble to track than they are worth.
Seriously, who asks what time yesterday they used their 1st rage?
