Ok so...
What does poor thru perfect menuverability do? I mean if i have poor menuverability and a 25mph gust of wind hits me, am i out control or land on the ground? How does wind effect you? how does shotting a bow effect you? and becuase your atop the person, do you have a better line of sight?
Any acutal rules or Page numbers help me?

at the beginning of the MM there are descriptions of the flight classes. perfect is like an elder air elemental.

Check the DMG. I believe it is table 1-1 (the first table in the first chapter) that gives the differences in maneuverability. Accompanying text ( titled "Moving in Three Dimensions" or some such, IIRC) explains it further.
