In a normal campaign quest consisting of the infiltration of a goblin lair, defeat of 12 kobolds, 6 orcs, and 1 bugbear lord, how much gold would be appropriate for a reward from a somewhat prosperous town?

roughly 1500-2000, it depends if they all were guarding something of a particular value, but I cannot say. Need more info

One GP per goblin
One GP per kobold
Two GP per Orc
A bugbear Lord sounds rich - he should have 2-3000gp worth of regalia.

Reward from a town?

Single item based on character class per character
1 well-bred horse per character
1 bag of assorted gems for party.

A well off town won't be able to afford much more than that. A city or some sort of Lord might be able to get more.

Start with 450 gp and then give 50 extra as bonus.
Also you might consider sweeting the deal by offering them a discount on goods and services in town.
