I'm reading through the skill selection process in the PHB and I am a little stumped. How many skills does a sorceror get? If I am correct in my understanding, that would be 3 + Int Modifier. And then I would get (2 + Int Modifier) x 4 Skill Points to spread across that number of skills. Am I right?

Also, what happens if I don't use all my skill points? I have 24pts and 6 skills (if calculated correctly), I chose 4 class skills and maxed them out and then 2 cross class skills and maxed them out. So that leaves me with 4 points left, do I just trash them??

You get the same skills all sorcerors get. It's right there in the PHB, and the SRD too, under the description of the sorceror class.

No, you can't save up your skill points. They must be spent when you get them. You can purchase half a rank in a cross-class skill. You should make note of it, since it doesn't give you a full rank until you buy the other half.

At level 1, your soreceror gets 2 + int mod x 4 skill points. At each level afterwards you get another 2 + int mod skill points.

If you are human, you get 4 extra points at level 1 and 1 extra skill point at each extra level.

There are specific Sorcerer "class skills". It should tell you which skills are class in the sorcerer description as well as in the skills section (there is a large chart that will have an uppercase "C" under the Sorcerer column wherever he has a class skill).
You do not get to choose which skills are class and which are cross class. However you do get to choose which skills you will put your points in (even in cross class skills, though they are at a x2 cost).

You can spend points on any skill you want, the list on page 54 of the PHB just tells you what skills are class skills (1 point = 1 rank). All other skills are a 2 to 1 exchange (2 points = 1 rank).
You aren't limited to a certain number of skills that you can put points into. If you wanted you could spread your points evenly between every single skill on page 63 of the PHB.

I know how many skill points I get, but can I only apply those to x amount of skills?

For my stats, I am allowed 24 skill points...does that mean I can have 8 skills (4 class, and 4 cross class) or am I only allowed to have a certain number of skills to put those points towards?

Thats my where I am confused... I understand how to get my skill points, I understand how I max out a class and a cross class...I'm just wondering if I have a fixed NUMBER of skills at the beginning.

Bingo! That's what I was looking for! That means, if I wanted too...I could pick 15 skills in the beginning or 8...all depending on how much I want max them out.

You can have as many skills as you want, as long as you have enough skill points. Keep in mind at level one your max ranks in a class skill is 4 and for cross class skill is 2.

So you have 24 points. That means you can have 6 maxed out class skills with 4 points apiece. Or you can have 4 maxed out class skills and 4 cross class skills that have 2 points apiece. Or any other variation until you run out of skill points.

And you don't have to max out skills. You can put 1 or 2 into a class skill even if you can put more into it. Do what fits your character.

Keep in mid that you're final modifier also includes the modifier from your abilities. You can build on strengths taht you have from the abilities or minimize lack of skill. Spend your points wisely as there are a large amount of skills.

I'm guessing you got confused by the class "packages" presented in chapter three. When it says that you get X skills, it assumes you're going to pick from the list and max out those skills. It also already includes the bonus human skill points, which is why it's number's are different than those at the start of the chapter.

All in all, you would be better off ignoring the packages and creating a character from scratch.
