I'm looking to make some items which grant feats but arent intelligent how much would they cost?

There really aren't any hard and fast rules on feats in items.
Best bet is to look at existing items and their price.

Gloves of Arrow Snaring (Snatch Arrows 2x day) 4000gp
Dark blue Ioun Stones (Alertness) 10000gp

I think there is also a Skilled (+2) weapon bonus that adds automatic weapon proficiency and gives you 3/4 BaB progression like a cleric. from Complete Arcane.

It would probably also depend on the feat and it's effect. For instance Great Fortitude gives you a +2 to Fort saves. That's easy to replicate with many spell effects. Something like Leadership would be difficult to translate for example.

you could also take into account the level at which a sheet could take that feat based on prereq's...using that as some sort of caster level equivalent...which a lot of market price modifiers are based upon. also Arms and Equipment guide has tons of specific weapons that grant feats or odd little abilities that you could compare some market price modifiers on...

how much for something like bracers of power attack. something that lets you power attack all day.

Prohibitively expensive, as Power Attack is the most powerful Core feat a melee character can take, hands-down (how many Core melee feats scale? :nonono: ).

Think about these things:
It's in the right slot for an attack modifier.
It does in fact take up a slot, so it doesn't need the extra price tag an ioun stone carries, for example.
It's a constant effect, not a charge or command word item.
It uses your "caster level" - that is, instead of a set tradeoff, it offers you a bonus with no cap. You can get as much damage from it as you have BAB. This makes it more like a staff of fireball (as many damage dice as you have caster levels) than a wand of fireball (as many damage dice as the crafter felt like including, usually the minimum).

Now crack a DMG and try to price accordingly. I'd get you started but i don't have mine atm.

I remember reading somewhere that the standard for feats was 10,000, but I could just be hallucinating.

Though I think Power Attack should be priced higher, seeing as it is an extremely good feat. My DM let me get an Amulet of Divine Metamagic [Persistant] for a whopping 46,000 gp, but we did have much more wealth than the guidelines in the DMG. It is variable, but for some reason I remember 10,000. Monk's belt is 13,000, and that gives you much more than a feat.
