A rogue in our party is getting frustrated at all the enemies he can't sneak attack because they are standing in a patch of undergrowth.

What are good ways of counteracting concealment that a player character might realistically have access to? (This rogue is class level 5/ECL 8, but solutions for higher level characters are also of interest.)

Look beyond your problem. Instead of trying to find a way to make Sneak Attack work in undergrowth, find a way to remove the opponent from the undergrowth.
Try to either persuade/trick/force the opponent to move out of concealment. Should that not work, the undergrowth is likely flamable. :D

Improved Precise Shot could arguably do it. You ignore any cover except total cover and any concealment except total concealment for your ranged attacks.
