Is there a feat, spell, class, item ect that can lower a targets skill or better still deny them the use of a skill or feat for a time?

Dragon 339, had a spell in a article, Lobotomize, that could take away skill ranks or weapon proficiencies temporarily.

If the feat has a prereq, you could try to disable that feat by making them lose the prereqs.

For example, cleave requires str13. Dropping a fighter's str below 13 via ray of enfeeblement would disable his feats with str or power attack as prereqs.

Feeblemind drops your int/cha to 1, and disables spellcasting. This may also mean that many of your feats/skills are not useable.

Also useful for forgetting you watched the first D&D movie.

Lower there strength to make the load either heavy or medium. This will effectively lower many non-dwarf skills.

Why do you need to do this? What skill is giving your party problems?

Why does there have to be a problem? The OP could just be looking for a neat trick to pull on their players, or they could be a player looking for a good spell or feat.

The feat leech psionic power allows you to steal another's psionic/metapsionic feats for a short time.

If you have Tome of Magic, a reversed Universal Aptitude from a Truenamer will inflict -5 to skill checks on the target.

Touch of Idiocy is handy for temporarily lowering INT, WIS, and CHA. Empower or maximize it for greater effect. This can affect feats like combat expertise, and might limit a caster's ability to cast spells at his/her highest level. Added benefit of knocking back WILL saves.
