Ok, use those stats. Wood Elf is an interesting choice, but I'd go with Human. I'd also go with WF Short sword rather than scimitar (if you are a TWF Ranger, you get +1 with both your weapons!)

So Feats? If a TWF ranger (at 2nd level you choose a Combat Style feat chain, either archery or TWF)- then I'd go for Improved Toughness (CW) and either Dodge or WF Short Sword. If you pick the elf then Imp toughness fer sure.

If an archer ranger, then Point-Blank Shot is a must do, then dodge, WF-Comp Long Bow, and Improved Toughness are all good choices. Go for Imp Toughness if you can't make up your mind. Here I am assuming Human , note, so you get two feats.

Favoured Enemy depends upon your campaign. Humanoids- Goblins and Humanoid -Humans are both good choices. I'd say Humans. Undead isn't a bad choice.

Skills? I'll just list the ranks, you can do the math: You'd get 32. (well, unless you went for that elf option below, in which cases you'd get only 24)

Spot- 4
Listen-4
Survival-4
Tumble-2 (cross class, costs 4 ranks)
Ms-4
Hide-4
Jump-4
Ks- dungeon, nature & geo- one rank each
ride-1

Chainshirt is your first priority. If not then stud leather. For a TWF ranger, then get two short swords, 2 light maces, and a sling.

For an archer ranger (OK here to get studded leather) the best bow you can buy, plus a couple of cheap light weapons. One of them should be bludeoning.

One othe roption- hardly ever thought of- is a Dwarven ranger.

Abilities would be as i listed them, except that now CON would be 16, and CHA=6.

No doubt this verson goes for TWF. His equiptment is a waraxe and a lightmace, and the best light armour you can afford. Toss in a sling, just in case. WF= Waraxe is you first feat.

Same skills, but skip the Hide.

Human is good for the extra Feat and skills if you want them. True the Weapon Focus feat will make it -1/-1 instead of -2/-2 when dual weilding with TWF. But the Scimitar and Kukri have Critical Ranges of 18-20. Get Improved Critical later. Alternatively, you could lower your Strength and put the points somewhere else and get Weapon Finesse on short swords.

Wood Elf
Dex- 18 (8pts.) +2 Racial Adj.

This is wrong. 8 points = 15, +2 racial adjustment leaves 17.

Also, are wood elves in Greyhawk?

I pretty much agree with Daniel's point buy. But where to put points depends on what role your Ranger is asked to fill in the party. Your first decision is whether you want to follow the melee path or the archery path. The nature of the campaign may also affect your choice (hack-and-slash versus roleplaying).

Whether you choose Elf or Human is mainly a matter of taste. I prefer Humans. But you ought to spend some time thinking about the roleplaying aspects of your Ranger before picking a race just so you can min-max your PC.

If you prefer archery over melee, the first two feats you ought to get are Point Blank Shot and Precise Shot. Without Precise Shot, you take a -4 to your attack roll whenever your target is engaged in melee. You'd be surprised how often you need to attack the Orc that is molesting your Cleric. Note, that -4 is in addition to any modifiers due to cover.

Don't know about Wood Elves in Greyhawk..it's a DM thing. I just offered something to the OP.
My formula is not wrong. A standard 28 point buy system starts all stats/attributes at 8 meaning
8+8 points = 16
16 +2 for racial adjustment = 18
Not so hard really. Maybe you start at 7. Regardless you should contribute to the thread and not correct others.

Nope, you're right about starting at 8. However, the formula is 1 point for 1 increase up to 14 (so 10 would require 2 points, 11 would require 3, and so on). After 14, it goes up to two per point (so 15 would require 8 and 16 would require 10). After 16, it is a three to one point cost (so 17 would require 13 and 18 would require 16). I just wanted to point that out to you.

Now, as far as putting your character together, how about Wild Elf?

Wild Elf
Str 12 (4 points)
Dex 18 (10 points, +2 racial)
Con 12 (4 points)
Int 10 (4 points, -2 racial)
Wis 14 (6 points)
Cha 8 (0 points)
(If you want a TWF, then switch around the points for DEX and STR.)
Feat: Point Blank Shot
Archery Path
Skills: max out Hide, Move Silent, Spot, Listen, and Survival. Spend the rest of your points as you wish (most likely choices are Climb, Balance, Swim, Use Rope, etc.).

Just a thought.

You are absolutely correct. That is the standard 28 point system when it was first conceptualized. Recently, though, I have found that many people went with a 1 for 1 (how I derived my method above) because of the way Feats are structured. Both work.
Your method may be what the OP's DM would want so I would reccomend your example over mine if that were the case.
However I still stand by my statement of not critiquing(?) others while not producing something yourself though.

Here, I must admit i was wrong- if you take an Archer-ranger; Thoronmir is right. Get both those feats at 1st level if you're a human- (in GreyHawk that is- in the Realms you very definately want a Regional Feat!!!). I'd say you'd want to play a human, then.

Do consider the Dwarf for a TWF ranger.
