You couldn't level in the two simultaneously for two reasons: the inherent alignment conflict, and the monk's multiclassing restrictions. But a monk doesn't lose any of his abilities if he becomes non-lawful, he just can't take monk levels anymore; so it's entirely possible to change your alignment, become an ex-monk, and take bard levels, all while having the abilities of both.

Hmm, start as neutral good, advance as far as you want as a bard, then change alignment to lawful and advance as a monk. Or start as a lawful monk, then when you're ready to stop advancing, change alignments to nonlawful and go bard. Either way you will retain all class abilities, but can never raise the other level again unless you switch alignments a lot (DM's discretion). Monk has additional penalties to multiclassing unless you take a feat to allow it (I think it's called ascetic training or something).

That's an interesting combination. I picture a kung-fu minstrel dancing as he kicks, using drumsticks as chopsticks, or singing merrily as he kicks your butt to the rhythm. Half the time kung fu movies look more like dancing than fighting anyway (check out Kung Pow: Enter the Fist for a great parody). I do not know any good PrCs. You will want a monk's belt probably. A bard with one of those might work for a relatively low level campaign.

Alternative: lawful monk/sorcerer with arcane disciple (Pelor) for healing, ascetic training, practised spellcaster, a monk's belt, max ranks in perform (I don't know; maybe a level of factotum or something to get it as a class skill), and boost STR to make up for the BAB loss. Boost CHA as high as necessary to be an effective sorcerer. You lose out on a few caster levels though. A multiclassed monk/arcane PrC like might be interesting. You have a bigger spell list, but not bardic music, no whip proficiency (probably don't need it), and no armor proficiency (but you don't need it). Monk/Sorcerers also have the advantage of needing very little equipment - no spellbooks, no weapons, no armor needed. It frees you up for ability enhancers and other wondrous items (wands too). One key thing to remember is that low level spells can be effective at high levels. True strike for example.

Take levels in Chaos Monk and Bard and see if your DM will allow a feat such as:

ASCETIC PERFORMER
Prerequisites: Improved Unarmed Strike, Bardic Music class ability.
Benefit: Your bard and monk levels stack to determine your unarmed damage and bardic music ability. You may multi-class between bard and monk freely (alignment and XP penalties still apply as normal).

Ask your DM to ignore arbitrary alignment restrictions like any sane, rational person would.

I'd have to go with those saying you could ask your DM to ignore the alignement restriction.

If he disagree, you could do a mix of monk/bard/drunken master. I just can't picture a non-singing (much less a silent) drunken master, so you might as well get some boost from it. Beside, everyone knows that signing while drunk can and weill boost your courage...
