According to my DM, arcane scrolls and the such are written in a totally different language than divine magic items. Therefore, my wizard cannot even read divine scrolls or find out what they are. What language are divine scrolls written in? Celestial? And are all arcane scrolls written in draconic? or the creator's language? Quoting a specific page from the DM's guide or another book would make it easier for me to show him what the situation is.

PHB pg. 178

To record an arcane spell in written form, a character uses complex notation that describes the magical forces involved in the spell. The notation constitutes a universal arcane language that wizards have discovered, not invented.

It goes on to say that it applies to spellbooks and scrolls and that each person's use of the language is different so that's why it always takes a skill check to decifer the writing.

PHB pg. 180

Divine spells can be written down and deciphered just as arcane spells can (see Arcane Magical Writings, above). Any character with the Spellcraft skill can attempt to decifer the divine magical writing and identify it.

So yeah, your wizard can read divine scrolls with a skill check, just can't cast from them.

Except from good old UMD, of course.
