Alternative Criterias for Splitting and Merging Forums

I think Gamer0 mentioned looking into alternative Criterias for Merging or Splitting Forums than the current posting rate. Criterias that would aim for improving the quality of discussions was mentioned. What could such criterias be?

Also, with the loss of several of my favorite forums in order to increase posting frequency on the forums, does anyone else find it ironic that the forums keep crashing because of increased posting?

Should I take that as "lots of posts is all we care about; quality of discussions is irrelevant"?

How do we measure the "quality of discussions"?

The underlying criteria should be:

Civility: Will the forum generate civil discussion about the game product?
Content: Will visitors to the forum feel that genuine questions receive substantive responses?
Community: Will visitors to the forum feel that there is a genuine community, rather than a clique?
Responsiveness: Will visitors' posts get responses in an appropriate timeframe, neither ignored for days, nor lost immediately in a sea of posts?

Now, I agree that active threadcounts are not a great metric to measure most of this. In fact, it's generally only pertinent to "Responsiveness". Civility, Content and community, however, don't seem to be subject to any sort of objective measurements.

I too would love some ideas on how we can measure and improve upon the other three factors (or any other factors people can identify).
